Changing governance and governing change

In the ‘Wageningen domains’ (sustainable agriculture, adaptation to climate change, water management, vital rural areas) significant processes of change are in progress. The mission of the Public Administration and Policy Group (PAP) is to analyze the governance of complex wicked problems in these domains, to identify the social mechanisms underlying processes of change and stability in the governance of these policy fields, and to use these findings to design innovative steering arrangements and interventions which can help to govern change.

To address these issues, the group has developed a research programme entitled 'Changing Governance and Governing Change' (2008-2014). Governing Change refers to the steering of change by political, administrative, social and economic actors in complex problem domains. Changing existing governance systems may be necessary to enable new ways of governing change. The group has distinct competences in bringing insights from social psychology and organization science to bear on public administration issues, to combine quantitative and qualitative research methods, and to connect theory and praxis.

Research

1. Prof. Katrien Termeer leads the Knowledge for Climate consortium on "Governance of Adaptation to Climate Change". Together with four Dutch and three international universities, the programme is carried forward. The senior researchers and the PhD students are working with climate adaptation hotspots to deliver both scientific and practical insights on the governance of climate adaptation.

2. September 2011 the full proposal for a five-year research programme called 'Towards Environmentally Sustainable and Equitable Palm Oil' led by Otto Hospes was accepted for funding by the Interdisciplinary Research and Education Fund (INREF) of Wageningen University.

3. NUFFIC-NICHE project in Vietnam (October 2011-October 2015)

Institutional capacity building for the Centre of Water Management and Climate Change (CWMCC) in Ho Chi Minh City, Vietnam National University

The overall objective of the project is to strengthen capacity of policy making structures in the Mekong Delta to offer adequate solutions on water management and climate change mitigation and adaptation. This primary objective will be realized through institutional strengthening, training of staff and setting up a supporting research program at the Centre of Water Management and Climate Change (CWMCC) of the Vietnam National University (VNU-HCMC). The project approach will also integrate gender sensitive issues.
